Is this the same as an EML viewer?
No. This decodes one blob. The EML viewer splits a full message into headers, text, HTML and attachments.
Why do I see odd characters?
Pick UTF-8 unless the part declared another charset. Quoted-printable is decoded to bytes then read as UTF-8.
